Decisions taken by the Cabinet of Ministers at its meeting held on 16.10.2018

1.Strengthen the functions of the Commission to Investigate Allegations Of Bribery Or Corruption (Document No. 07)
Commission To Investigate Allegations Of Bribery Or Corruption carries out its duty to maintain and enhance the financial discipline in the country. The cabinet of Ministers approved the proposal presented H.E. the president Maithrepala Sirisena, to implement training programme planed to provide a Specialist Training for the officers in the Commission on Investigating Allegations Of Bribery Or Corruption..
2. Revise the Parliament (Powers and Privileges) Act (Document No.09)
The Cabinet of Ministers approved the proposal presented by Prime Minister, Ranil Wickramasinghe to amend the Parliament Act.

3.Minimize the impact of land Fragmentation, on Environmental System. (Document No.11)
Various issues have been arisen due to the malfunctioning of the existing system to provide approval and guidelines for Land Fragmentation activities. The Cabinet of Ministers approved the Procedures proposed by H.E. the president Maithreepala Sirisena in his capacity as the Minister of Mahaweli Development and Environment to reduce the issues arises in the process of using Govt. and private lands.

4.Encouragements to Set up a network of Cold Rooms and Temperature Controlled Storage Facilities. (Document No.13)
The Cabinet of Ministers approved the proposal presented by Prime Minister, Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs to implement a Program to encourage private investments to set up a network of Temperature Controlled Storage Facilities and Cold Rooms.

5.Construction of Rural Bridges (Document No.14)
The Government has identified the necessity of constructing 4000 rural bridges in order to reduce Regional Development Anomalies. Accordingly, about 1000 bridges have already been constructed under the project of Rural Bridge Construction under foreign financial subsidies. The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs to enter in to agreements to secure funds under the same project for the construction of more 250 bridges.

 

6.Census of Population and Housing 2021
The Department of Census and Statistics has planned to conduct a Census which is used to be held once in a decade, in 2021. The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs to implement listing phase of the census in 2020 and counting and data dissemination phase in 2021.

7.Enhance the connectivity and date exchange efficiency of Mobile Phones .(Document No.15)
System operators of Mobile phones have faced difficulties in providing proper service for their customers due to the lack of antenna coverage. The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs, to set up Antennas on roofs in places inside Colombo and Suburb Areas, which possess a strategic importance, under the approval of Telecommunication Regulatory Commission.
8.2018 Second Quarter Report on Government Sector Employees (Document No.20)
2018 Second Quarter Report on Government Sector Employees was presented to the Cabinet of Ministers, by Hon. Mangala Samaraweera Minister of Finance and Mass Media. According to the report, 1,370,885 employees including the employees in Ministries, Departments, Provincial Councils, State Companies and Statutory boards are in government service by second quarter of 2018. Further, it has been revealed that employees are engaged in some State Corporations and Boards without formal Approval. Since the private sector contribution has been gradually increased in of Health and Education fields, the cabinet of Ministers considered that attention should be drawn to create additional posts in these fields.

 

 

9.Getting approval for the Gazette Notifications published under the Revenue Protection Act No 19 of 1962 (Document No.22)
The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass media to present the Gazette Notifications bearing no 2079/32 and 2080/42 for parliamentary approval.

10.Parliamentary approval for Gazette Notifications published under the Special Commodity Act No. 48 of 2007. (Document No.23)
The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass media to present 8 Gazette Notifications published form 31.05.2018 to 07.09.2018 for Parliamentary approval.

11.Approval for the gazette notifications under the Excise (Special Provisions) Act No 13 of 1989 (Document No.27)
All the gazette notifications, which are published under the Excise (Special Provisions) Act No 13 of 1989, should be presented to the parliament within 4 months from the date of issue. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass media to present the Gazette Notifications bearing no 2079/58, 2080/31,2082/11,2082/10 and 2083/2 for parliamentary approval.

12. Loan Scheme for Sola Power Generating Project through panels installed on buildings.
This Loan scheme will support the “Surya Bala Sangramaya” implemented with the intention of adding 200 MW by the year 2020 and 1000 MW by 2025 to the National Power supply. It has been proposed to provide financial support to install sola power panels in houses, business buildings or Factories. Accordingly, the Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass media to secure funds and enter into loan agreements with Participating Financial Institutions.
13. Introducing a new Act, in place of existing Rules and regulations, to promote Protect and support breastfeeding and selling named products.
The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to instruct Legal Draftsman to prepare a new bill to establish a strong legal frame to meet the challenges of promoting milk Products for kids and Commercial Supplementary Food, and spreading unhealthy food behaviours.

14.Construction of concessionary Hospice/Palliative care unit at Anuradhapura to care cancer and kidney patients (Document No.34)
Shanthi Foundation in Australia has agreed to donate a Concessionary Hospice/Palliative care unit for the patients suffering from chronic kidney decease of unknown origin and cancers. A Memorandum Of Understanding has been signed between Shanthi Padanama And the Ministry of Health, Nutrition and Indigenous Medicines regarding the establishment and maintenance of proposed Hospice/Palliative care unit. Accordingly the Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathna , Minister of Health , Nutrition and Indigenous Medicine for the establishment and maintenance of this unit.

15.Construction of proposed multipurpose building nearby “Kakadoopatha” Beach Garden in Mattakkuliya (Document No.37)
The Cabinet of Ministers approved the proposal presented by Hon. Lasantha Alagiyawanna, Minister of Megapolis and western development to build this 14,500 square feet multipurpose building under the world bank Subsidies.

16.Corporation Between Sri Lanka and China (Document No.42)
The Cabinet of Ministers approved the proposal presented by Hon. Naween Dissanayaka, Minister of Plantation Industries to enter into Memorandums of Understanding between Sri Lanka and china on the development of Tea, Coconut and Rubber plantation sectors.

17.Preparation of a methodology to economize electricity consumption (Document No.43)
The Cabinet of Ministers approved the combined proposal presented by Dr. Rajith Siyambalapitiya, Minister of power and renewable energy and Hon. Mangala Samaraweera, Minister of Finance and Mass Media to appoint a committee chaired by the secretary to the Ministry of Power and Renewable Energy to propose a methodology to economize the consumption of electricity.

18.Reconstruction of tanks fed by the Yodha wewa (Document No.44)
There are 162 small lakes in Mannar District, fed by the Yodha Wewa. The cabinet of Ministers approved the proposal presented by Hon. Duminda Dissanayake, Minister of Irrigation, Water Resources and Disaster Management to secure funds to reconstruct 40 of these tanks.

19.Repairing ‘L’ ,’H’ and ‘N’ buildings of Anderson Flats Complex. (Document No.51)
The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Maddumabandara, Minister of Public Administration, Management and Law and peace to secure funds to repair the house units in ‘L’ ,’H’ and ‘N’ buildings of Anderson Flats Complex,

20.Widening the Basis of selecting Beneficiaries to “Sonduru PIyasa” Loan scheme. (Document No.55)
The Cabinet of Ministers approved the proposal presented by Hon.Sajith Premadasa, Minister of Housing and Development to widen the basis of selecting beneficiaries to “Sonduru Piyasa” Loan Scheme from 1000 square feet houses up to 1500 square feet houses.

21.Socialization of Export Village Program through Model Village Program (Document No. 56)
The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing and Development to implement Export Village Program through Model Villages,in corporation with the Social Welfare and Primary Industries

22.Revision of Judicature Act, No. 2 of 1978, to appoint Justices of the Peace at administrative district level (Document No.61)
The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to gazette the drafted bill to amend section 45 of the Judicature Act No 02 of 1978 and present to the parliament thereafter.

23.Repairing activities of Courts Complexes and Quarters (Document No.62)
The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to accomplish the repairs of Colombo Commercial High Court, Judicial Service Commission Building, Justice quarters Colombo and the buildings of Chillaw District/ Magistrate Courts by construction institutions owned by the Government.

24.Stabilize the land which has a land slide risk and where the Kegalle Courts Complex is located (Document No.61)
The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to secure funds to stabilize the land where the Kegalle Courts Complex is located.
25.Release Lands for the resettlements in Northern and Eastern Provinces. (Document No. 66)
It has been planned to release the lands in northern and eastern areas, which are kept in the custody of security forces, to accomplish the resettlement activities. The Cabinet of Ministers approved the proposal presented by D.M.Swaminathan , Minister of Resettlement, Rehabilitation, Northern Development and Hindu Cultural Affairs to secure funds to develop infrastructure facilities in this purpose.

26.Development project of Kataragama Sacred Area (Document No. 67)
The Cabinet of Ministers approved the combined proposal presented by Hon. Sagala Rathnayaka, Minister of Youth Affairs, Project Management and Southern Development and Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to implement Kataragama Sacred Area Development Project.

27.Sri Lanka National Information and Cyber security strategy (Document No. 68)

The Cabinet of Ministers approved the proposal presented by Hon. Hareen Dissanayake, Minister of Telecommunication, Digital Infrastructure and Foreign Employment to implement the Cyber Security Strategy which has been prepared with the participation of experts in the field.

28.The National Policy for Senior Citizens (Document No. 69)
The Cabinet of Ministers approved the proposal presented by Hon. Daya Gamage , Minister of Social Welfare and Primary Industries to implement The National Policy for Senior Citizens prepared to protect the rights of senior citizens and develop their livelihood.

29.Implementation of Information Technology Initiation Program for Export Development (Document No. 71)
The proposal presented by Hon. Malik Samarawickrama Minister of Development Strategies and International Trade to implement the Information Technology Initiation Program prepared in accordance with the 2018 Budget Proposal was approved by the cabinet of Ministers.

 

30.Reconstruction of a part of the land Kandy – Jaffna (A9 )road from 53.74 km to 58 km including the Nawula Town (Document No.73)
The Cabinet of Ministers approved the proposal presented by Hon. Malik Samarawickrama Minister of Development Strategies and International Trade to establish a centre for strengthening new entrepreneurs, in Jaffna with financial support of Indian and Sri Lankan Governments.

31.Amendments to Srama Wasana Fund Act No 12 of 1998 (Document No.76)
The Cabinet of Ministers approved the proposal presented by Hon.Ravidra Samaraweera, Minister of Labour and Trade Union Affairs to gazette the bill drafted to amend the Srama Wasana Fund Act No.12 of 1998.

32.Water Supply Project Katupotha – Bamunakotuwa – Panduwasnueara(Document No.80)
The Cabinet of Ministers approved the proposal presented by Hon . Rauff Hakeem Minister of City Planning and Water Supply to submit the proposal presented by M/s Kolon Global Corporation regarding above project to cabinet appointed standing negotiation committee for necessary recommendations.
33.Pipe water Facility for Ampara and Batticaloa Districts (Document No.81)
The Cabinet of Ministers approved the proposal presented by Hon . Rauff Hakeem Minister of City Planning and Water Supply to submit the proposal presented by M/s Sunpower Constructions (Pvt) Ltd to standing Negotiation Committee appointed by the Cabinet of Ministers.

34.Improve the ENT care facilities in National Hospital (Document No.82)
M/s VAMED Engineering Deutschland GmbH, Germen institute has presented a comprehensive project proposal to develop existing facilities to identify and treat ENT weaknesses and enhance the capacity of National Hospital, Teaching Hospitals, Provincial General Hospitals, and District Hospitals and Base Hospitals. Accordingly the cabinet of Ministers approved the proposal presented by Dr.Rajitha Senarathne Minister of Health, Nutrition and Indigenous Medicines to conduct necessary discussions to evaluate and implement this project.

 

35. Purchase of two Pilot Lunches to the Sri Lanka Ports Authority (Document No. 85)
The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Samarasinghe, Minister of Ports and Shipping to award the procurement of purchasing two pilot lunches to Colombo Dockyard Company Ltd. for Rs. 3.12 million.

36.Contract for the construction of 100 MW Wind Power Station (Document No. 90)
The Cabinet of Ministers approved the proposal presented by Dr.Ranjith Siyambalapitiya, Minister of Power and Renewable energy to award the contract of constructing 100 mw Wind Power Station at south coastal area in Mannar under Asian Development Bank’s financial contribution to M/s Vestas Asia Pacific A/S and enter into relevant agreements.

37. Building a Steel Wall at eroded left bank of Kelani River. (Document No. 91)
The Cabinet of Ministers approved the proposal presented by Hon.Dumind Dissanayake , Minister of Irrigation, Water Resources and Disaster Management to implement the constructions of steel wall at Kelani River bank in Kolonnawa Halmulla area, under Rs. 604 million Investment.

38.Construction of Pesale Fishery Harbour (Document No. 93)
The Cabinet of Ministers approved the proposal presented by Hon. Vijith Vijayamuni Soysa, Minister of Fisheries, Aquatic Resources and Rural Development to implement a Rs. 5,267 million project to construct a Fishery Harbour in Pesale and to appoint a standing Procurement committee and a Technical committee to select a company to accomplish this task.

39.Construction of Theldeniya, Pugoda and Welimada Courts Complexes (Document No. 98)
The Cabinet of Ministers approved the proposal presented by Hon.Thalatha Athukorala , Minister of Justice and Prison Reforms to get constructed few buildings for Theldeniya, Pugoda and Welimada Courts Complexes by Government Owned Construction Companies.

40.Amendments to the Appropriation Act No. 30 of 2017 in accordance with the New Cabinet Revision.
In accordance with the several revisions made to the Cabinet of Ministers in 2018, number of Ministries has been reduced to 43 and accordingly the provisions in the Appropriation Act approved by the parliament in December, last year also has to be revised. The Cabinet of Ministers approved the proposal presented by Hon.Mangala Samaraweera, Minister of Finance and Mass Media to amend the said Appropriation Act without changing the overall expenditure limits and lending limits established therein.

41.Promotion of Sri Lanka Tourism (Document No. 108)
The Cabinet of Ministers approved the proposal presented by Hon.John Amaratunga, Minister of Tourism Development and Christian Religious Affairs to award the contract of implementing a wide advertising program to promote Sri Lanka as an attractive tourist destination, to J. Walter Thompson Institute for Rs. 314 million.

42.Providing houses for resettled families in Northern and Eastern Province (Document No.109)
The Cabinet of Ministers approved the proposal presented by Hon.S.M.Swaminathan, Minister of Resettlement, Rehabilitation, Northern Development and Hindu Religious Affairs to award the contract of constructing 28,000 housing units in Northern and Eastern Province to ND Enterproses (India) , Yapka Development (Pvt.) Ltd (Sri Lanka) and Arohedium (Pvt) Ltd (Sri Lanka at a cost of Rs 1,280,000/- per each.

43. Improving the infrastructure of the new settlements (Document No.110)
The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa , Minister of housing and Constructions to secure funds to improve access roads of Model Villages and New Settlements,
