(UTV|COLOMBO) – Decisions taken by the Cabinet of Ministers at its meeting held on 18.09.2018

1. Food Production National Program (Document No. 05)
The cabinet of ministers approved the proposal presented by His Excellency the President Maithripala Sirisena to extend the Food Production National Program up to 2019 and 2020 since the program could not achieve its’ targets due to adverse weather conditions.
2. Obtaining the scientific, Technical and Financial assistance internationally to reduce Adverse effects of climate change (Document No.07)
The cabinet of ministers approved the proposal presented by His Excellency the President Maithripala Sirisena in his capacity as the Minister of Mahaweli Development and Environment to enter in to a Hosted State Agreement with Green Climate Fund and International Centre for Research in Agroforestry, and to send the consent for getting membership in Global Green Growth Institute and to ratify its’ Institutional Agreement.

3. Strengthening the Elder Care Services in Sri Lanka (Document No. 09)
The Cabinet of Ministers approved the combined Proposal Presented by the Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs and Hon. Daya Gamage, Minister of Social Welfare and Primary Industries, to strengthen the Elder Care Services in Sri Lanka, by establishing Day Care Centres, Permanent Residences, methodology to introduce a ward system to Government Hospitals under the supervision of Specialists and to train 1000 elder care service providers.

4. Bilateral Aviation Discussions between Sri Lanka and Luxembourg (Document No. 13)
The Cabinet of Ministers has approved the Proposal presented by Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to inter in to a bilateral Aviation Agreement between Sri Lanka and Luxembourg.

 

5. Revisions to Appropriation Bill (Document No. 14)
The Cabinet of Ministers Approved the Proposal Presented by Hon.Mangala Samaraweera, Minister of Finance and Mass Media to instruct the Legal Draftsman to revise the Appropriation Bill by revising some Taxes and amending the effective dates and other administrative regulations.

6. Madu Water Supply Project (Document No.19)
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to implement Madu Water Supply Project with Rs.554 million investment, to provide 1000m3 of water using Madu Reservoir

 

7. Memorandum of Understanding to establish a Bilateral Consultancy Mechanism Between Sri Lanka and Laos (Document No 20)
The Cabinet of Ministers approved the proposal presented by Hon. Thilak Marapana, Minister of Foreign Affairs to enter into a Memorandum of Understanding between Sri Lanka and Laos to build mutual cooperation on international and regional matters.

 

8. Establishment of an Industrial Zone for Small Scale Entrepreneurs using the land in Kankasanthurai where the Cement Corporation was locates. (Document No.20)
It has been planned to establish an industrial zone using 300 Acre of the land of Kankasanthurai Cement Corporation and to develop 100 acre during 2019. Accordingly, the cabinet of Ministers approved the proposal presented by Hon. Rishard Badurdeen, Minister of Industries and Commerce to provide infrastructure facilities and to select suitable investors for this purpose.

9. Restart the Production activities of Embilipitiya Paper Mill (Document No. 25)
The Cabinet of Ministers Approved the Proposal presented by Hon. Rishard Badurdeen , Minister of Industries and Commerce to lease the Embilipitiya Paper Mill to Korean Spa Institute with Rs.1200 million Investment.

 

10. Establishment of Industrial and Technology Development Super Zone at Raigama in Kaluthara (Document No 27)
The Cabinet of Ministers Approved the Proposal presented by Hon. Rishard Badurdeen , Minister of Industries and Commerce to establish the Industrial and Technology Development Super Zone with Rs.346 million investment and using 24 acre land in Neuchatal Estate in Horahena, Millaniya.

11. Reconstruction of Gall Railway Bridge. . (Document No. 31)

It has been proposed to construct a new bridge across the Moda Ela in Galle – Matara Rail way in place of existing old narrow bridge. Accordingly the cabinet of Ministers approved the proposal presented by Hon. Patli Champika Ranawaka, Minister of Megapolis and Western Development to construct a railway and railway abridge temporarily, till the proposed bridge is constructed.

12. Promotion of a Methodology to assess and report the conditions of buildings. . (Document No 34)
The Cabinet of Ministers approved the proposal presented by Hon. Duminda Dissanayake, Minister of Irrigation and Water resources and Disaster Management, to secure funds for promoting these methodology.

13. Fishery Harbour, Anchorage and Ferry Construction and Development Project (Document No 37)
The Cabinet of Ministers Approved the Proposal presented by Hon Wijith Wijayamuni Soysa, Minister of Fisheries, Aquatic Resources Development and Rural Economy to secure funds and other facilities to implement the projects including the development and improvement of Balapitiya, Suduwella, Dodanduwa, Hambantota and Mailadi Fishery Harbours, Negombo Lagoon Development Project and Construction of Ferries at Welipatanwila, Dehiwala, Rekawa and Mawella.

14. Supply of equipments for the Research Unit of the Stimulants Prevention Agency in Sri Lanks (Document No. 44)
The Cabinet of Ministers approved the Proposal Presented by Hon. Fizar Musthapa, Minister of Provincial Council, Local Government and Sports, to supply instruments to Research unit of the Sri Lanka Sri Lanka.

15. Expediting the Landmine Removing Activities. (Document No 45)
The Cabinet of Ministers approved the Proposal Presented by Hon. D.M.Swaminadan Minister of Resettlement, Rehabilitation, Northern Development and Hindu Cultural Affairs to provide facilities to Sri Lanka Army Demining Unit to demine the remaining areas in Northern, Eastern and North Central Provinces by 2020.

16. Award NVQ 3 Certificates for 10,000 Cinnamon processors ( Document No. 51)
The Cabinet of Ministers approved the proposal presented by Hon.Daya Gamage, Minister of Social Welfare and Primary Industries to prepare a program to award NVQ 3 Certificate for 10,000 Cinnamon Processors.

17. Submission of the regulations regarding the conditions of factories, prepared under the Factory Ordinance, to the Parliament (Document No. 59)
The Cabinet of Ministers approved the proposal presented by Hon. Ravindra Samaraweera, Minister of Labour and Trade Union Relations to submit 5 regulations, issued under the provisions of Factory Ordinance, to the parliament and to gazette the approved regulations consequently.
18. Implementation of the recommendations issued by the Office on Missing Persons (Document No.60)
The Cabinet of Ministers approved the proposal presented by His Excellency the President Maithreepala Sirisena to appoint a Parliamentary Sub Committee chaired by Hon. Minister Wijedasa Rajapaksha and comprising 10 other Ministers to propose further actions studying the recommendations of Office on Missing Persons.

19. Effective use of extra capacity of Generators owned by the Government Institutions (Document No.62)
The Cabinet of Ministers approved the proposal presented by Hon. President Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Affairs to grant permission to Lanka Electricity Board to purchase electricity generated by Generators owned by the Government Institutions.

20. E-Gates at Bandaranayake International Air Port (Document No.65)
The Cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation to establish a system consist of 10 doors, in Bandaranayake International Airport with Rs 260 million investment.

21. Establishment of National Vocational Training Centre in Hingurakgoda (Document No. 67)
The Cabinet of Ministers approved the proposal presented by Hon. Sarath Amunugama, Minister of Science ,Technology, Research, Skill Development & Vocational Training and Kandyan Heritage to award this construction contract to M/s Gemco International B.V. in Netherland for Euro 35 million.

22. Infrastructure Developments under the Jaffna Kilinochchi Water Supply and Sanitary Project (Document No. 70)
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning and Water Supply to award this contract to M/s Sierra Construction Pvt.Ltd in accordance with the recommendation of standing procurement committee appointed by the cabinet of ministers.
23. Lease of a land located at Mudalige Mawatha , Union place, Colombo 02 to Access Realities (Pvt )Ltd
The Cabinet of Ministers Approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to lease a land 114.56 in extent, owned by the Urban Development Authority to Access Realties Pvt.Ltd for Rs. 1,117.20 under the grounds of 99 year lease.
24. Construction of Disaster Resilient Homes for the people living in disaster areas.
The Cabinet of Ministers approved the proposal presented by Hon. Duminda Dissanayake , Minister of Irrigation , water resources and Disaster Management to enter into and agreement with China Railway Beijing Engineering Group and Yapka Constructions Private Institute and to construct 1,170 houses with Rs. 2,530.5 investment.
25. Construction of Flyovers at Kohuwala, Getambe and Heeressagala
The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hashim, Minister of Highways and Road Development to award the contract to build 3 Flyovers at Kohuwala, Gatambe and Heeressagala to Betonutepito.Plc, for Euro 58.68 million as recommended by the Hungarian Government.
26. Road Rehabilitation and Improvement under the Southern Road Connectivity Project
The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hashim, Minister of Highways and Road Development to rehabilitate and improve the following 4 roads using the remaining funds of Southern Road Connectivity Project.
1. 1.90 Km of Colombo- Rathnapura Road from Homagama to Panagoda
2. 2.16 Km of Colombo- Rathnapura Road from Panagoda to Godagama
3. 0.58 Km of Pamankada – Horana Road from W.A.De Silva Mawatha to Pamankada
4. 2.95 Km of Pamankada – Horana Road in Piliyandala Town

27. Rehabilitation and Improvement of Medawachchiya Horowpothana Road
The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hashim, Minister of Highways and Road Development to rehabilitate and improve 27.8 Km of Medawachchiya – Horowpothana road from 10Km to 37.5Km using the remaining funds of Northern Road Connectivity Project.
28. Purchasing of Uniform Cloth for Sri Lanka Police
The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Maddumabandara Minister of Public Administration, Management and Law and peace to purchase 400,000m of Uniform Cloth from Vanguard Industries Pvt.Ltd. and 100,000m from Creative Textile Mill Pvt.Ltd. for Rs 346 per meter.

29. Implementation of a program to combat Bribes and corruptions
The Cabinet of Ministers approved the proposal Presented by H.E. the President Maithreepala Sirisena to implement a prevention methodology to combat Bribes and Corruptions from 2019-2021 and secure funds for this program.
30. Publish of Tripitakaya as a National Heritage
The Cabinet of Ministers approved the combined proposal presented by Hon. Dr.Wijedasa Rajapaksha Minister of Higher Education and Cultural Affairs and Hon. Gamini Jayawickrama Perera , Minister of Buddhasasana to officially announce the Thripitakaya as a National Heritage.
31. Appropriation Bill for the Monetary Year 2019
The Cabinet of Ministers approved the Proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass Media to submit the Appropriation Bill for the Monetary year 2019 to the parliament on second week of October.

32. Construction of 500 (MW) Liquefied Natural Gas Power Plant
The Cabinet of Ministers approved the Proposal Presented by Hon. Ranjith Siyambalapitiya, Minister of Power and Renewable Energy to enter into a Joint projects and shareholders agreement between Lanka Electricity Board and NTPC Company with respect to 500 MW Liquified Natural Gas Power Plant proposed to be established in Kerapalapitiya.
33. Agreement Between Sri Lanka Government and Millennium Challenge Corporation in USA.
The Cabinet of Ministers approved the combined proposal presented by Hon. Prime minister Ranil Wickramasinghe and Hon Mangala Samaraweera , Minister of Finance and Mass Media to establish a company named “Millennium Challenge Account (Guaranty) Sri Lanka Ltd. to implement Millennium Challenge Subsidy Program.
